BOSTON >> State employees hoping for legislative support to block state health insurance savings proposed by Gov. Charlie Baker visited the State House on Thursday where one top union official compared the governor’s plan to a tax. Baker’s plan, part of a $38.1 billion budget proposal under review by lawmakers, would adjust upward the percentage of health insurance premiums paid by state workers hired before July 1, 2003.
